You're asking "So what?". I don't think you know how much of a big deal unlicensed stock photos can be.

It means that the owner of the stock photo expects payment and you will be liable for the bill. If I recall, unlicensed stock photos are subject to copyright infringement. Newgrounds had to remove some works after receiving an infringement notice.

Go to the part where he says "Important Stock Photo Reminder for Artists".

If the license for the stock photo is free to use, then it still violates art guidelines since it's not original work.
